Cleveland does very little offensively but its enough as Houston does nothing behind Bucky Richardson, before getting a brief small spark by Billy Joe Tolliver in the 4th quarter. Tolliver hits Lorenzo White with a 5-yard TD pass and then Haywood Jeffires for a 2-point conversion in the final minute. However, the ensuing onside kick fails.

Cleveland gets all the offense it would need in the 2nd quarter when Vinny Testaverde connects with Mark Carrier for a 25-yard TD pass followed by a 2-point run by Tom Tupa. Matt Stover extends the lead with a 35-yard FG, and the lead holds up despite 2 turnovers and just 260 yards offense, allowing the Browns to post their 1st 5-1 start since 1965.
